Billy Louis

Billy D. Louis worked on Capitol Hill for the Architect of the Capitol, where he served as the Manager of the Project Management Branch within the Information Technology Division.  Mr. Louis retired in January 2020 after 21-years of Federal service. Prior to his federal service, Mr. Louis worked for the American Red Cross and the National Weather Service/NOAA. In his professional career, Mr. Louis deployed and managed computer network and Internet infrastructure such as enterprise file & print servers, email system, and databases.

Mr. Louis provided a variety of IT services to NOAA including leading the effort to consolidate disparate email systems into one corporate enterprise email system. At the American Red Cross, Mr. Louis organized the automation of nearly 100 Red Cross bureaus, including Blood Regions, Key Resource Chapters, Field Service Offices, and Military-base Service to the Armed Forces. Mr. Louis has a Bachelor of Science degree in Computer Information Systems, and numerous technical and project management certificates.  

Mr. Louis is married to his lovely wife Marilyn, and they reside in Bowie Maryland with their four children. He officially joined Rotary International in 2014.
